Is it normal for this vacuum to shut off automatically and turn back on?
YES!
The PondoVac Classic is a single-canister vacuum so it will automatically shut off when the canister is full, dump its contents out the discharge tube and automatically turn back on when it's ready. All of the other Pondovac's offer "Continuous" vacuuming because they have dual canisters.
